The campaign will operate "until the authorized state body decides to conclude the national campaign," as stated in the document.
The organization of this campaign has been entrusted to the State Center for Registration of Vehicles and Drivers under the Office of the President of the Kyrgyz Republic.
Additional Provisions of the Decree
- Active informational and explanatory work is planned through the media and the internet.
- Within the framework of the campaign, there will be no need to provide a medical certificate of form 083 confirming the completion of a medical examination.
- All activities will be carried out within the existing financial plans, without additional costs from the republican budget.
- The issuance and registration of new driver's licenses will be financed from the own funds of the State Center for Registration of Vehicles and Drivers.
- The personalization of licenses will also be carried out at the expense of the own funds of the state institution "Kyzmat."
- The open joint-stock company "Uchkun" has been tasked with producing new licenses, while OJSC "Kyrgyz Post" will handle their delivery, also at their own expense.
- The Ministry of Foreign Affairs has been instructed to consider the possibility of excluding the requirement for medical certificates from foreign medical institutions for citizens replacing licenses abroad, as well as to ensure the collection of consular fees in accordance with established norms.
The Cabinet of Ministers has been given a two-month period to take the necessary measures to implement the decree. Oversight of the execution has been assigned to the Office for Monitoring the Implementation of Decisions of the President and the Cabinet of Ministers of the Administration of the President of the Kyrgyz Republic.
The decree comes into force on January 15, 2026, and will be officially published, as stated in the press release.
It is worth noting that it was previously reported that the campaign for the free replacement of driver's licenses would last until February 18. Later, it became known that it had been extended.
