Meder Aliyev was born on October 29, 1986, and has a higher education.
From 2007 to 2009, he worked at the legal clinic of the KR State University Street Law, where he was also a volunteer law teacher in schools and madrasas.
In 2010-2011, Aliyev served as an assistant lawyer at the Bar Association of Bishkek and Chui region.
From 2011 to 2012, he worked as an assistant to a deputy of the Jogorku Kenesh.
From 2014 to 2016, Aliyev headed the investor support department at the Investment Promotion Agency.
From 2016 to 2017, he continued his work at the State Agency for Investment Promotion, where he was responsible for legal support and investor assistance.
In 2019-2020, he served as the director of the City Development Agency under the Bishkek City Hall.
In 2020, he became the director of the Department of Economy and Investments at the Bishkek City Hall.
From 2018 to 2020, he also taught law on a part-time basis at the International University "Ataturk Ala-Too".
In 2021, Meder Aliyev was elected as a deputy of the Jogorku Kenesh of the VII convocation from the political party "Isheniim".
From January 13 to December 1, 2022, he served as the acting chairman of the committee on constitutional legislation, state structure, judicial and legal issues, and the regulations of the Jogorku Kenesh.
In December 2025, he was re-elected as a deputy of the parliament of the VIII convocation.
