In 2026 and 2027, Uzbekistan plans to attract up to 100,000 tourists from Malaysia and Indonesia, made possible by the Cabinet of Ministers' resolution on the implementation of the "Umrah Plus" program.

According to the approved roadmap, special events will be organized to attract tourists from these countries, coinciding with the celebrations of Ramadan Eid and Kurban Eid in Uzbekistan. Additionally, advertising campaigns titled "In the Footsteps of Imam Bukhari" and "Spend Ramadan in Uzbekistan" will be launched in Malaysia and Indonesia.

Roadshows on ziarat tourism are planned in regions of Malaysia with a high concentration of Muslims, such as Kelantan, Kedah, and Terengganu.

The "Umrah Plus" program also includes the development of tourist routes covering Tashkent, as well as Samarkand and Bukhara.

Moreover, by the end of 2026, the Tourism Committee will provide subsidies of $100 for each tourist attracted from Malaysia and Indonesia to tour operators working under the "Umrah Plus" program. These funds will be allocated from the Tourism Support Fund.

Within a month, the Tourism Committee, together with interested ministries and agencies, will develop a procedure for accounting the number of tourists and a system for subsidy payments.

Additionally, within two weeks, under the leadership of Deputy Prime Minister Jamshid Khojaev, a program "Umrah Plus" will be created, involving local tour operators. This program plans to implement discounts on visits to cultural sites, hotel services, meals, and other services during off-peak periods, from November 20 to February 20 and in July, in collaboration with the Agency for Cultural Heritage and the khokimiyats of Tashkent, Samarkand, and Bukhara.

The Ministry of Transport, together with the Ministry of Foreign Affairs and the Tourism Committee, will be tasked with attracting up to 10 aircraft, including on a rental basis, to support the program within two weeks. Additionally, the launch of tourist air routes from Kuala Lumpur to Samarkand and back, from Kuala Lumpur to Bukhara to Jeddah and back, as well as from Jakarta to Samarkand to Jeddah and back, and from Jakarta to Bukhara to Jeddah and back, is planned, offering competitive prices.

Furthermore, starting from August 2025, Indonesian airlines will have the right to operate flights to all international airports in Uzbekistan.
