Daiyrbek Orunbekov, head of the president's information policy service, responded to criticism from deputies of the Jogorku Kenesh, who raised questions about the reconstruction of the Botanical Garden and the draft law on state awards titles.

He noted that the president had previously urged parliamentarians to refrain from "demagoguery and populism."

Deputy Dastan Bekeshev expressed outrage over the construction of mini-football fields in the Botanical Garden, emphasizing that this space is intended for recreation and walks, and that there are already enough playgrounds in the city.

In response, Orunbekov reminded that the Botanical Garden was previously in a neglected state: trees were drying out, the irrigation system was not functioning, and the lighting was insufficient, which contributed to offenses.

According to him, reconstruction is currently underway on the president's directive: new sidewalks are being created, lighting and surveillance cameras are being installed, and an 8.5 km bike path is being laid. In addition, three wells have been drilled to a depth of 270 meters for water supply, a drip irrigation system is being installed, and plants are being restored. The fencing of the Botanical Garden, which covers 147 hectares, has also been completely updated.

At the request of local residents, a sports area is being created, where a mini-football field will be placed for youth activities. Orunbekov noted that the proceeds from the use of the area will be directed towards the maintenance of the garden.

The work is planned to be completed by the summer season, after which the changes in the area can be assessed.

Furthermore, Orunbekov commented on the words of Deputy Kamila Talieva, who criticized the presence of the title "Kemenger" in the draft law on state awards titles. He clarified that there is no such item in the officially presented document.

He added that the draft law was submitted to the Jogorku Kenesh on December 17, 2025, and urged Talieva to familiarize herself more closely with its text.

Orunbekov also noted that issues regarding the unification of titles, such as "People's Poet" and "People's Writer," can be discussed and supplemented during the parliamentary review.
