As specified by the press service of the Ministry of Internal Affairs, on February 9, information appeared on social media and news outlets that President Sadyr Japarov and Speaker of the Jogorku Kenesh Nurlanbek Turgunbek uulu received a petition from 75 citizens. In this petition, they call for the urgent holding of new presidential elections in the country, with prominent scholars, former prime ministers, former deputies, and activists signing it.
The Ministry of Internal Affairs noted that some points in this petition caused "widespread discussion" among the population and exacerbated the socio-political situation in the country. As a result, the Investigative Service of the Ministry of Internal Affairs initiated a criminal case under Article 278 Part 1 ("Organization of mass riots accompanied by violence, pogroms, arson, destruction of property, use of firearms, explosives, or explosive devices, or armed resistance to a representative of authority") of the Criminal Code of the Kyrgyz Republic.
As part of the investigation, all 75 signatories of the petition were brought to the Investigative Service. It was established that the initiators and active participants of this crime are citizens T.B. (born in 1955), U.E. (born in 1955), and D.K. (born in 1960), who were detained and placed in a temporary detention facility.
Searches were also conducted at the residences of the detainees.
Among those detained are the coordinator of the "People's Parliament" and former head of the Prime Minister's Office Bekbolot Talgarbekov, former ambassador of the Kyrgyz Republic to Uzbekistan Emilbek Uzakbaev, and former authorized representative of the president in the Jogorku Kenesh Kurmanbek Dıykanbaev.
