As noted by the Ukrainian president, the parties have taken steps towards mutual understanding in the military sphere, particularly regarding the control of the ceasefire regime. He added that after achieving a truce, a document is planned to be signed that will regulate the control mechanisms, with the expectation that the USA will play a leading role in monitoring. “We are closer to an agreement in the military sphere than in the political one, as the military discussed the mechanisms for controlling the ceasefire, which will be possible with political will,” Zelensky emphasized.
Nevertheless, the political part of the negotiations remains the most difficult. The President of Ukraine noted that on the territorial issue, the positions of the participants fluctuate, and each side has its own point of view.
Zelensky also reminded that Ukraine supports the US proposal — to first achieve a ceasefire and then discuss the status of the occupied territories at the diplomatic level. He noted that Kyiv is ready to consider various formats for continuing the dialogue, although this does not imply agreement with any proposals.
Discussing American initiatives, Zelensky spoke about an option that involved the voluntary withdrawal of Ukrainian troops from the parts of Donbass controlled by Kyiv in exchange for the end of the conflict. However, he stated that Ukraine cannot take such a step, as it considers these lands to be its own.
“We cannot just leave these territories. This is our land, and even those parts that are temporarily under occupation are also ours. We do not recognize Russian control, neither legally nor factually. But let’s stick to the current situation. This will be a compromise,” he noted.
Moreover, the president emphasized that Ukrainian society is not ready for territorial concessions, considering the significant human losses incurred during the conflict. He added that the issue of territories has not only political but also strategic significance, as it is related to the future security of the country.
“Donbass is part of our values. It is not just about the land. Even if security guarantees are given, no one can guarantee that Putin will not return,” Zelensky concluded.
