
With the support of the State Committee for National Security (GKNB), the Directorate for the Management of Sanatorium, Resort, and Tourist Facilities, established in March 2024, successfully completed a large-scale operation to return state property. As a result, 25 hectares of land and over 5,300 square meters of real estate, which had previously been illegally in private hands, were returned. This initiative not only restored justice but also demonstrated the effectiveness of an innovative management model.
Upon taking over management, the Directorate faced serious challenges: the properties it acquired were in extremely poor condition. A prolonged lack of repairs and updates led to previously successful resorts falling into disrepair and incurring significant losses. At the time of transfer, the total debt for salaries, taxes, and utility payments reached a catastrophic level of 90 million soms. However, thanks to strict oversight and competent management, these debts were successfully settled.
The financial results of the Directorate's operations show a sharp change in management. In 2023, when the properties were under the control of the Federation of Trade Unions of Kyrgyzstan, they generated only 248 million soms in revenue. In 2024, after being transferred to the Directorate's management, this figure increased to 486 million soms. And in 2025, with a planned 550 million, the actual revenue reached a record 779 million soms, made possible by exceeding the annual plan by 141%. Thus, in just two years, the annual revenue was increased more than threefold, transforming previously unprofitable institutions into a significant source of replenishment for the state budget.
