According to Petrukhin, tariffs are made up of services provided by national operators in each of the countries involved in the transportation process. These services include the installation of the seal, monitoring the movement of the cargo through transit territories, and the removal of the device at the final destination.
As an example, he cited the route connecting Kyrgyzstan and Russia. Here, the Kyrgyz operator charges for the installation of the seal, the Kazakh operator for tracking the cargo on its territory, and the Russian operator for removing the device. If the route is extended, for example, to Belarus, services from another country are added to the tariff, which, accordingly, increases the total cost of transportation.
"The more countries involved, the higher the final price, as more operators and regulatory bodies are engaged in the process," he explained.
Petrukhin added that in Kyrgyzstan, the antimonopoly authority initially approves the tariffs of the national operator. In calculating these tariffs, the organization relies on the principle of cost price, taking into account expenses for purchasing seals, developing the information system, logistics, and maintaining service points.
The company representative emphasized that the current tariffs are minimal and intended to cover operational costs.
Petrukhin also reported that uniform requirements for navigation seals are applied in the EAEU countries, established by the decision of the Eurasian Economic Commission. This document defines the technical and functional parameters of the devices, including data transmission conditions. However, each country has the right to independently choose equipment suppliers, provided they meet the established standards.
