EEC supported Kyrgyzstan's initiatives on sugar subsidies, aviation, and financing for the agricultural sector

- During a working visit to Moscow, the First Deputy Chairman of the Cabinet of Ministers, Daniyar Amangeldiev, participated in a meeting of the Eurasian Economic Commission Council, where 32 issues were discussed, covering various aspects including customs and tariff regulation, phytosanitary safety, industrial cooperation, and financial support for joint projects.

At the meeting, an important decision was made to amend the regulatory framework of the EAEU to strengthen food security. Kyrgyzstan received tariff preferences for the import of raw cane sugar, which will exempt the republic from paying import customs duties on 20,000 tons until the end of 2026. This decision is aimed at supporting local processing enterprises and stabilizing sugar prices in the domestic market.

Additionally, at the initiative of Kyrgyzstan, the EEC Council extended the customs benefits for turboprop civil aircraft until December 31, 2028. This decision is aimed at updating the aviation fleet and expanding regional air transportation within the Union.

Changes to the Treaty on the EAEU were also approved, which will allow the launch of a financial assistance mechanism for joint projects in the agro-industrial complex funded from the Union's budget. Previously, such support was only related to the industrial sector, but now preferential financing will be available for interstate agricultural initiatives, which will contribute to import substitution and increase the export potential of EAEU countries.

The EEC Council also updated the provisions on quarantine phytosanitary control, introducing new norms aimed at:

- creating favorable conditions for honest market participants;

- combating unscrupulous entrepreneurs providing false information about product recipients in certificates;

- enhancing the level of control and ensuring quarantine safety in the EAEU territory.

Additionally, a decision was made to provide tariff benefits on raw materials for the food industry. Starting from April 30, 2027, import duties will be exempted for non-degreased cocoa paste, cocoa butter, and cocoa fat. This measure will help ensure a stable supply of quality raw materials to domestic confectionery enterprises, reduce the cost of finished products, and increase their competitiveness, as well as help contain the rise in consumer prices in the domestic market of the Kyrgyz Republic.
