
Earlier, three more people were detained — Bekbolot Talgarbekov, Emilbek Uzakbaev, and former deputy Kurmanbek Dyikanbaev. The signing of the appeal caused a public outcry and was actively discussed on social media. It was published on February 9, and by February 10, President Japarov dismissed Kamchybek Tashiev, his close associate, from the position of head of the State Committee for National Security (GKNB). Deputy Prime Minister Edil Baisalov and presidential press secretary Askat Alagozov accused the authors of the letter of attempting to create a rift between Japarov and Tashiev.
The signatories of the letter expressed concern regarding the ongoing discussions about the date of the presidential elections. This is related to the operation of two constitutional norms: the old Constitution, under which the current president was elected, and the new one, under which state power functions.
They proposed to President Japarov to immediately initiate elections for a new team so that it could continue important affairs and address existing problems.
According to a statement from the Ministry of Internal Affairs of the Kyrgyz Republic:
In this case, the Investigative Service of the Ministry of Internal Affairs has initiated a criminal case on the grounds of a crime provided for by part 1 of Article 278 of the Criminal Code of the Kyrgyz Republic (mass riots).
During the investigative activities, two more participants were identified and detained — A.K. (born in 1966) and K.A. (born in 1968). They have been placed in a temporary detention facility in accordance with Article 96 of the Criminal Procedure Code of the Kyrgyz Republic.
These individuals are suspected of organizing mass riots and committing other illegal actions. Searches were conducted at their places of residence.
It has been preliminarily established that they formed a group of citizens, disseminated calls for early presidential elections, and attempted to convey unverified information to the public.
Currently, investigative actions are ongoing.
