“The project has been delayed for 5 years, and you cannot complete it. This is absolutely unacceptable,” he addressed the representatives of the state structures involved in the project.
Amangeldiev noted that issues of irrigation are particularly pressing this year.
“Erlan Omuraliev [head of the Main Department of Water Management of the Chuy region] calmly reads the report. If I were in his place, I would have already cried. We may face a serious problem. If these issues are not resolved now, they will remain unresolved. In a month, fieldwork will be completed, and you are not even considering the weather and the current situation,” he emphasized.
In addition, he focused on supporting businesses. For four years, the main attention was given to large entrepreneurs, but this year the priority has shifted to medium and small businesses. The main difficulties faced by entrepreneurs are related to certification, crossing borders, and a lack of working capital.
Amangeldiev reported that initially loans were issued at 10%, but considering the subsidized nature of agriculture, this rate was reduced to 6%. Additionally, part of the loans is provided at 0% from the presidential fund.
At the same time, he noted the lack of progress in utilizing idle facilities in the region, stating that as of 2024, the situation regarding 39 facilities remains unchanged — the buildings have not been put into operation.
He added that 300 million soms have already been allocated for subsidizing interest rates, noting that this is just the first stage of implementing the support mechanism.
