The Ministry of Economic Development will develop KPIs for government agencies and local authorities on entrepreneurship development

The Ministry of Economy of Kyrgyzstan intends to create a system of performance indicators (KPI) to assess the work of state and local authorities in supporting entrepreneurship, including small and medium-sized enterprises. This initiative is presented in the draft plan for the development of SMEs in the country until 2030.

The development of the methodology is scheduled for the fourth quarter of 2026. In addition to KPIs, it is expected that the methodology will include:

- a mechanism for state and public control over the actions of authorities in the area of business support;

- measures for incentives and accountability;

- mandatory public reporting every two years.

As a result, a resolution of the Cabinet of Ministers will be adopted regarding the approval of the methodology for assessing the contribution of state bodies and local self-government to creating a favorable entrepreneurial, competitive, and investment environment.

The classification of businesses into small and medium-sized enterprises is based on the number of employees depending on the area of activity, according to the methodology of the National Statistical Committee:

• For sectors such as agriculture, hunting, forestry, fishing, mining and manufacturing, as well as the production and distribution of electricity, gas, and water, and construction:

- small enterprises have up to 50 employees;

- medium enterprises have from 51 to 200 employees.

• In trade, automobile repair, household goods, hospitality and restaurant business, transportation and communications, as well as in financial activities and real estate operations, leasing, and service provision:

- small enterprises have up to 15 employees;

- medium enterprises have from 16 to 50 employees.
