According to the akimat, the issue of reconstruction was raised at a meeting with local residents on February 12 and received approval. Taking into account the opinions and suggestions of the population, work has begun on improving the area. The meeting emphasized the creation of modern conditions for the convenience of tourists. As part of the project, plans include expanding the parking area, constructing sanitary facilities, as well as measures to enhance safety and improve the territory.
During Soviet times, residents of the region used water from this mountain spring. In the 2000s, the director of the State Natural National Park "Chon-Kemin," Asankul Akaev, who is the brother of former president Askar Akaev, fenced off the area and organized a toilet and parking for cars.
The spring "Altyn-Bulak" is located at the 20th kilometer of the Kemin—Chon-Kemin highway, on the northern side of the Chon-Kemin River, at the roadside in the Kapchygai gorge.
Local residents often refer to the Chon-Kemin valley as "Altyn-Choychok" [“Altyn-Chöychök”], which also lends the spring its name "Altyn-Bulak." There is no official information about the origin of this name, but the spring is natural.
In the 1950s, during the construction of the highway, a wall was built at the water outlet, and the water was channeled through a pipe. Later, in the 1990s, a stop for vehicles with a camping area and toilet was organized here, while the spring was shifted approximately 10 meters to the west.
In 2021, the public association "Shabdan Zhashtar Komu" carried out repair and improvement work, as well as installed solar lamps for nighttime lighting.
The state administration of the Kemin district noted that "Altyn-Bulak" has become a popular recreation spot for travelers. Plans for 2026 include major renovation work for a comprehensive upgrade of the area around the spring, which will be implemented through a development fund.
