The Ministry of Construction proposes to transfer the approval of the PDP for Bishkek and Osh to the Cabinet instead of the city councils.

The Ministry of Construction, Architecture, and Housing and Communal Services has proposed an initiative to transfer the authority for approving urban planning projects and land use regulations for Bishkek and Osh to the level of the Cabinet of Ministers. The corresponding draft law has already been published for public discussion.

The ministry emphasized that urban planning documentation is a set of documents regulating the development and construction of territories at various levels—from national to local. This set includes general settlement schemes, district planning projects, master plans for settlements, functional zone plans, and detailed construction plans. Each subsequent document clarifies and develops the previous decisions.

The master plan of the city is the main urban planning document covering a period of 15 to 25 years. It establishes the directions and boundaries of development, functional zoning, transport schemes, engineering networks, as well as issues of landscaping, protection against environmental and technological threats, and preservation of historical and cultural heritage. Detailed planning serves as a clarification of the master plan, defining the boundaries of construction, urban planning regulation lines, and infrastructure, including social and cultural facilities.

The land use and construction regulations outlined in the Land Code provide the normative basis for the implementation of master plans and detailed projects. They regulate the use of land plots and construction changes.

“The transfer of authority for approving detailed planning projects and land use regulations to the Cabinets of Ministers will contribute to improving the quality of urban planning, taking into account long-term state priorities, and ensuring the consistency of these documents with the master plans of Bishkek and Osh. Additionally, the changes will create legal conditions for improving coordination between state and local authorities, increasing transparency and predictability of urban planning processes, as well as reducing the risks of unbalanced construction and inefficient use of land resources,” the justification states.
