Sadyr Japarov signed a law ratifying the agreement with Russia on the construction of the campus of the Kyrgyz-Russian Slavic University. This was reported in a press release from the president's office.

It is known that the law was adopted by the Jogorku Kenesh on March 18, 2023.

The agreement was signed on November 26, 2025, in Bishkek between the governments of Kyrgyzstan and Russia. It includes plans for the construction of a new campus for the Kyrgyz-Russian Slavic University named after B. N. Yeltsin.

The project aims to create a modern educational, scientific, and social infrastructure, improve the quality of higher education and scientific work, as well as strengthen humanitarian cooperation between the two countries.

The campus will be equipped with modern technologies and designed for 15,000 students.

The agreement also details issues related to design, construction, financing, control, and commissioning of the facilities.

At the parliamentary meeting on March 18, Deputy Minister of Science, Higher Education, and Innovations Bekbosun Borubashov reported that the project will be fully funded by the Russian side, which will also select the contractor. Kyrgyzstan will provide land of 29.7 hectares in the village of Baytik free of charge and indefinitely. The construction will be carried out in three phases: from 2026 to 2028 (15 billion rubles), from 2028 to 2030 (15 billion rubles), and from 2030 to 2032.
