According to resolution No. 1, signed on January 13 by the Prime Minister Adylbek Kasymaliev, from May 1 to October 1, during the swimming season, owners and tenants managing recreational facilities are required to clean the beach areas and the bottom of the lake using specialized equipment. These activities must be carried out monthly, no later than the 30th of each month.
Owners and tenants are required to clean the beach area daily. It is prohibited to leave trash on the beach, including small waste, and to overflow trash bins.Non-recyclable waste, such as diapers, napkins, laminated paper, chip and coffee packaging, disposable dishes, as well as certain types of plastic and hygiene products, must be handed over to municipal institutions for further disposal.
Before and after the swimming season, tenants and owners are required to conduct a complete deep cleaning of the beach areas and the bottom of Lake Issyk-Kul.To carry out underwater cleaning of the lake's bottom, associations may be formed, specialized equipment may be rented or purchased for common use, and professional divers with the appropriate certifications for underwater technical work may be hired.
The quality of the cleaning work performed will be monitored by a special commission established by the authorized environmental protection agency. It will include representatives from government bodies responsible for environmental protection, sanitary-epidemiological supervision services, the emergency service’s diving unit, and professional divers.
All legal and physical entities, including state and municipal enterprises that manage recreational facilities on Issyk-Kul, will be held accountable for violations of established requirements in accordance with Articles 213-4 of the Code of Offenses.
