As part of a working visit to Kyrgyzstan, the delegation of the European Parliament for Relations with Central Asia and Mongolia (DCAS), led by Giuseppina Princi, held several meetings with local authorities and students. Important aspects of cooperation were discussed with the President of Kyrgyzstan, Sadyr Japarov, including issues of inter-parliamentary interaction, human rights protection, and freedom of speech.

Kaktus.media posed a series of questions to Giuseppina Princi regarding the current interaction between Kyrgyzstan and the EU.

- How do you assess the situation of Kyrgyzstan in the context of economic dependence on Russia and EU sanctions against it? - Strengthening partnerships with Central Asia, including Kyrgyzstan, is of great importance to us. We are observing changes in the geopolitical situation and are striving to develop trade relations with various partners.

Our projects are aimed at providing real support to the region. The European Parliament maintains a clear position on these issues.

Countries interacting with Russia must avoid violating sanctions, despite existing trade ties with China and the Russian Federation. The need for distancing is being discussed.

- How does the European Parliament perceive laws concerning NGOs and the media? - We have a clear position on such issues, and we understand the difficulties faced by non-governmental organizations and civil society due to changes in legislation.

It is important that human rights defenders do not find themselves in a difficult situation in their activities.

Kyrgyzstan has bilateral relations with many countries, including the EU, and we strive to ensure compliance with international standards in legislation.

While we cannot dictate terms, it is important that all laws align with democratic principles, taking into account the opinion of the Ministry of Justice. We plan to meet with the leadership to discuss these issues, as the country aspires to democratic values, including pluralism of opinions and media independence.

NGOs should have the opportunity to work for the benefit of society without pressure. In 2024, the European Parliament adopted a resolution condemning what we believe to be the illegal arrests of journalists and civil society activists. We value the friendship between the European Parliament and the Parliament of Kyrgyzstan and raise these topics at meetings.

We are convinced that the law on NGO registration should not restrict their freedom of action, as this should be in the interest of democratic values.

I have always been proud that Kyrgyzstan was known as a country where freedom of speech and media are of great importance, and I hope it remains so.

Regarding issues of freedom and human rights, we will continue to support the country in these aspects.

- What are the EU's priorities in cooperation with Kyrgyzstan in the coming years? - As I mentioned, water resource management is one of the key areas of our interaction, which is related to the sustainable development of the country. This is a serious issue for many states, including Kyrgyzstan.

Your country should strive for more effective management of water resources and reduction of greenhouse gas emissions.

It is important to make progress within the framework of international agreements. We have joint programs aimed at addressing these issues. Education is also a priority area that we pay special attention to, and we would like to continue and strengthen cooperation in this field.

Quality education is key to economic development and improving living standards. We support students in Kyrgyzstan and hope that they can become a valuable human resource for the economy, social sphere, and strengthening democracy, as well as that the state will pay more attention to civil society and human rights.

- What is the future role of the EU in Central Asia against the backdrop of growing influence from China and the USA? - Last year, Kyrgyzstan made the decision to develop cooperation with the European Union, and we welcome this initiative, continuing to work in this direction.

Regarding US policy in Central Asia, they seek to improve ties with states where they see potential. We are closely monitoring changes in relations between Russia and Ukraine, as well as the situation in Gaza, hoping for positive developments in international relations for the benefit of the peoples.

We value our good and business relations with Kyrgyzstan.

High-level meetings contribute to improving mutual understanding. We admire the nature of your country, the beautiful mountains, and the kindness of its people. We want every resident to experience joy in living in Kyrgyzstan.

The landscape and the character of the people reminded me of Italy, and it is always nice to see happiness on faces. I believe that people are similar, and regardless of where they live, everyone strives for prosperity and a better life.
