According to the draft amendments, an exception is planned for assistants who will be appointed for the term of office of a specific official. These positions are considered patronage, which implies their temporary and trust-based nature.
In the current version of the law, a period of state or municipal service, or work in the relevant field, is required to fill senior administrative positions.
The initiators of the amendments emphasize that assistants are not career administrative employees but are appointed only for the term of office of the leaders, based on personal trust.
The document highlights that the main criteria for appointing assistants should be their professional skills, loyalty, ability to respond quickly to changes, and level of trust, rather than formal work experience.
The authors of the initiative believe that the existing requirement limits the ability to attract young specialists and reduces the flexibility of personnel policy, not taking into account the temporary nature of such positions.
The proposed changes, it is claimed, will open doors for attracting experts from the academic environment and the private sector, as well as create conditions for renewing the personnel composition of the civil service. At the same time, the abolition of the experience requirement will only apply to assistants appointed for the term of office of a specific official and will not affect the overall system of qualification requirements for administrative positions.
The draft law has already been posted on the official website of the Jogorku Kenesh for public discussion. The initiator is Deputy Meder Chotonov.
