He pointed out the presence of dangerous sections where rockfalls, avalanches, and snow drifts are observed.
“To enhance safety on the road, work is being carried out to construct additional structures, as well as to clear areas prone to landslides and rockfalls. The construction of the road began in 2014 using loans obtained from China and other international donors, such as the ADB and the IBR. The project was implemented in a hurry and turned out to be insufficiently developed, which is related to the interests of certain groups eager to quickly utilize about $1 billion in loan funds. This large-scale project attracted the attention of many; however, a significant portion of the funding was embezzled: approximately half of the funds were directed towards construction, while the rest was appropriated. As a result, considerable amounts of borrowed funds ended up in the hands of then-leaders and responsible officials, while the quality of the work performed left much to be desired,” he noted.
Orunbekov emphasized that the issue of ensuring safe travel on the road has not yet been resolved.
“Currently, the state is forced to allocate additional billions of soms to eliminate deficiencies and complete the construction of unfinished sections. Meanwhile, citizens are demanding that the project be completed as soon as possible and the road be put into operation. However, the unfinished sections continue to pose a danger for travel. Despite this, there have been cases where drivers negotiate with posts and pass through for bribes,” he added.
In response to citizens' appeals, a decision has been made to temporarily open the road from June to November of this year.
“Nevertheless, in several sections, the risk of rockfalls and landslides remains, which poses a threat to people's lives. Late in the autumn, starting in November, the road will close again until May 2027. It is expected that the complete construction and ensuring safety for users will be achieved by 2028. By that time, identified deficiencies will be eliminated and dangerous sections will be reinforced. In connection with the facts of embezzlement, criminal cases have been initiated, and legal proceedings are ongoing,” the head of the service concluded.
