He emphasized the need for livestock owners and veterinarians to ensure the re-registration of animals upon their sale. It is noted that when checking the identification number on the ear tag, it often turns out that the owner of the animal is registered in another district, as it has already been resold, but the information has not been updated.
“At the meeting of the working group, it was noted that the majority of traffic accidents in the region occur on the Bishkek—Osh highway. According to our data, in the Toktogul district, 80% of registered accidents are related to overtaking, while 20% are due to the unexpected appearance of livestock on the roadway. However, in 60–70% of cases in such accidents, it is not possible to identify the owner of the animal, as the tag number indicates a different owner in another district. Therefore, owners must deregister livestock when sold with veterinarians, and at the place of actual keeping, the animal must be re-registered in the database. For this, the veterinary service needs to conduct explanatory work among the population,” emphasizes the akim.
Earlier, it was reported that in 2025, 739 traffic accidents were registered in the Jalal-Abad region.
In Kyrgyzstan, the system of animal marking and assigning unique identification numbers was implemented at the legislative level in the early 2010s. In particular, in 2014, the Jogorku Kenesh adopted the law "On Animal Identification," which also defined the rules for its implementation. This law includes:
— marking of animals (ear tag, chip);
— registration in a unified state register;
— assigning a unique identification number to each animal.
