Toktorbaev, upon entering the cafeteria, decided to assess the quality of the baked goods. He remarked: "When were these rolls baked? They are too hard... Bektashovich [the head of the Osh city education department Dosmuratov Tynchtykbek]. You wouldn’t eat this, as you prefer fresh bread. Why such low quality? They are cold and not baked enough. Try it yourself…," the mayor said.
He then visited the kitchen, where he spoke with the bakers. "Look, they are raw inside and burnt. If you are having difficulties with baking, it’s better not to do it. To bake rolls, you need to be a real cook. You wouldn’t give this to your children," he added.
Later, the mayor approached the oven where samsas were being prepared and learned that they were intended for the teachers. "Well, give the underbaked rolls to the teachers. And for the teachers, fresh samsas are being prepared. They are already burning, take them out, or they will get burnt," he noted.

After that, representatives of the mayor's office went to the cafeteria, where the children were being fed. There were remnants of uneaten rolls on the tables. "Look, no one is eating. How can the children consume this? They will have stomach problems tomorrow. Collect everything and divide it among three — between Nurlan Akimzhanovich [the deputy mayor of Osh Zakirov Nurlan Akimzhanovich], Bektashovich [Dosmuratov Tynchtykbek], and the school principal. You are giving the children raw dough," the mayor pointed out.
He also ordered the replacement of the cook, and possibly the school administration, if necessary. In the end, he asked the teachers whether it was right that fresh samsas were being baked for them while stale rolls were being served to the children.
