Kyrgyzstan Discussed New Measures on Phytosanitary Control, Industrial Cooperation, and E-Commerce with the EAEU

- During the meeting of the EAEU Council held on January 30, Kyrgyzstan presented a proposal to improve the procedure for quarantine phytosanitary control concerning the export of vegetables, fruits, berries, and other goods to Russia. This was reported by the head of the EAEU Coordination Department of the Ministry of Economy of the Kyrgyz Republic, Kanybek uulu Elimbek, at a press conference on February 3.

He noted that there had previously been situations where incorrect recipients were indicated in the certificates, which created difficulties during delivery. In the case of repeated violations within a year, the issuance of the certificate will be suspended for a period of 60 days. Upon the first violation, the sender is simply notified of the problem,” explained Kanybek uulu Elimbek.

Additionally, the meeting also discussed the regulation of external electronic trade, which will come into effect in July 2026. After its ratification by the participating countries, goods imported through online platforms will be exempt from duties up to 200 euros. For other goods, a rate of 5% will apply, but not less than 1 euro per kilogram.

Kyrgyzstan also expressed support for the initiative to create a financial support mechanism for industrial cooperation within the EAEU. This mechanism provides for preferential financing of joint industrial and agro-industrial projects, especially for countries with smaller economies, including Kyrgyzstan.

According to the head of the department, the document has already been adopted at the level of prime ministers and is currently undergoing domestic procedures.

The relevant acts have already been approved within the Union, preparations for their implementation are underway, and explanatory work with the business community is also planned.
