
A total of 15,588.96 hectares of agricultural land have come under the city's management. Additionally, 15 kindergartens, 18 schools, 11 libraries, 27 cultural and sports facilities, as well as 16 medical institutions have been transferred to municipal ownership.
However, despite the expansion of boundaries, the annexed territories face a lack of social facilities and poorly developed engineering networks.
Many of the transferred educational and cultural institutions, as well as kindergartens, require significant repairs and modernization.
Among other issues, the lack of developed road infrastructure, low access to centralized water supply and sewage systems, as well as limited capabilities in the field of electricity supply can be noted.
To address these issues in stages, an Action Plan for 2026–2030 has been developed, aimed at the development of the annexed territories. It includes the construction and reconstruction of social facilities, improvement of road infrastructure, as well as the development of housing and communal services and the energy sector.
Funding will be provided from the republican and local budgets, as well as resources from municipal enterprises and off-budget sources, including international grants and partner funds.
The implementation of the proposed Plan will allow for balanced development of the urban environment, improvement of the quality of life for residents, and integration of new territories into the socio-economic structure of Bishkek.
