The Second Global Mountain Summit "Bishkek+25" will take place from October 21 to 23, 2027.

The second meeting of the Organizational Committee preparing for the Decade of Action for the Development of Mountain Regions for 2023-2027 was held under the leadership of Adylbek Kasymaliev, Chairman of the Cabinet of Ministers of the Kyrgyz Republic.

According to the press service of the Cabinet, the meeting was attended by the special representative of the president on mountain issues, a deputy of the Jogorku Kenesh, as well as heads of various ministries and departments, authorized representatives of the president in the regions, and city mayors.

Kasymaliev reported that plans are in place to hold the Second Global Mountain Summit "Bishkek+25" from October 21 to 23, 2027. In this regard, the Ministry of Foreign Affairs was tasked with organizing the first meeting of the organizational committee to prepare for the summit in the near future.

According to Kasymaliev, specific results must be achieved by 2027 in the area of sustainable development of mountain regions, including the creation of new sources of income, provision of electricity, development of infrastructure, as well as improvement of water supply, sewage systems, healthcare, education, and communication, especially in remote mountain areas.

“Kyrgyzstan aims to showcase its achievements at the Second Global Mountain Summit, following the UN principle of 'leaving no one behind,'” added A. Kasymaliev.

During the meeting, he also reminded that the president of the Kyrgyz Republic is actively promoting the mountain agenda on the international stage. In particular, on September 14, 2021, in New York, during the 76th session of the UN General Assembly, the president raised issues of sustainable mountain development, challenges faced by mountain countries, climate change, and glacier melting, as well as the need for a global approach to mountain issues. At the initiative of the president, the UN declared 2023-2027 as the Decade of Action for the Development of Mountain Regions. As part of this initiative, on September 15, 2023, a presidential decree was signed declaring 2023-2027 as the Decade of Action for the Development of Mountain Territories, based on which an organizational committee is being formed.

“Kyrgyzstan, acting as an initiator of solutions to global problems of mountain territories, should serve as a model for other countries in the field of sustainable mountain development,” he emphasized. In 2023, the Cabinet of Ministers approved the Concept and Roadmap for the implementation of the Decade.

During the meeting, the results of the implementation of the Roadmap for the Decade of Action for the Development of Mountain Regions for 2025 were discussed at various levels—global, regional, national, and local—as well as issues related to a comprehensive survey of mountain territories and the approval of an Action Plan for 2026. As a result of the discussion, the work of several ministries and departments regarding the timely submission of reports was deemed unsatisfactory.

The head of the Cabinet instructed the Department for Monitoring the Implementation of Presidential and Cabinet Decisions to prepare proposals for disciplinary measures against officials who failed to execute the Action Plan of the Roadmap. Regarding the second issue, heads of state bodies were instructed to intensify work on the comprehensive survey of mountain territories in collaboration with the National Institute of Strategic Initiatives and to present an updated composition of the working group to the President's Administration.

On the third issue, the Action Plan for 2026 was approved for the implementation of the Roadmap. State bodies and institutions were urged to take measures to enhance the effectiveness of the Decade's implementation and the quality of reporting.

Separately, the head of the Cabinet noted that last year, an international conference titled "Global Mountain Dialogue for Sustainable Development: On the Way to the Bishkek+25 Summit" was held in Bishkek, which was attended by delegations from more than 50 countries and 30 international organizations.
