At a meeting of the Environmental Council, Ramiz Aliyev, the vice mayor of the capital, shared his opinion on the situation regarding the shooting of dogs in the MTU "Novopavlovka" area. As he informed 24.kg, the video recording of this incident sparked a strong public reaction, and the mayor's office received numerous complaints from residents.

“I saw this video, and many citizens left their comments. I plan to visit the scene soon to assess the situation on the ground, although my colleagues have already done so,” he noted.

Aliyev also reported that the city administration is working on new regulations for urban improvement that will pertain to the keeping of pets.

Currently, there are over 20 registered locations in the capital where 40-50 animals live in apartments and private houses. In one case, more than 120 dogs were found in a house.

“Some people call such owners 'Plyushkin's', while others refer to them as 'animal protectors'. However, one should look at the conditions in which these dogs are kept: they are forced to eat each other out of hunger. Neighbors are also suffering from this situation, and the problem of shooting remains relevant,” the vice mayor added.





He acknowledged that shooting dogs is an inhumane solution, and that more humane methods, such as creating shelters, are used in Europe. New animal care regulations were discussed at a meeting with animal protectors at the mayor's office.

Among the proposed measures are a ban on dog fighting, the designation of areas for walking dogs, and the establishment of limits on the number of pets in apartments and houses.

“For apartments, we can set a limit of one or two dogs, for private houses — a little more. However, it is necessary to clearly define the limit,” Ramiz Aliyev explained, adding that this initiative has faced criticism from a certain segment of residents.

Additionally, he advocated for mandatory registration and vaccination of pets, as well as control over their breeding. According to him, one of the reasons for the increase in the number of stray dogs is the irresponsible behavior of owners who abandon their pets.

The vice mayor also mentioned the dog market near the Osh market, where, according to him, up to 50 puppies per week remain unsold and end up on the streets, resulting in them entering the city.

He also noted that employees of the municipal enterprise "Tazalyk" are engaged in capturing dogs based on requests received from schools, kindergartens, and other public places. Currently, the city records up to two to three bite cases per day.

In this regard, it is proposed to introduce mandatory registration of pets.

“If you live in the city and have a pet, be sure to register it and get it vaccinated,” the vice mayor emphasized, adding that he also has a dog.

Among the proposed solutions, the creation of a temporary isolation facility for animals is also being discussed, where they can be kept for three to five days while searching for new owners.

At the same time, according to Ramiz Aliyev, it is currently impossible to completely abandon shooting.

“That would be a deception. It is necessary to create conditions: registration, shelters, vaccination — these are real steps,” he stated.

When asked whether shooting with firearms is legal on private property, he replied that law enforcement agencies have already made their assessment of this incident.

Recall that in Novopavlovka, employees of the municipal enterprise "Tazalyk" organized the shooting of dogs right in the yard of one of the residents. Representatives of law enforcement, animal protectors, and the neighborhood committee arrived at the scene.
