The general plan is now available for public discussion


The Bishkek city hall has announced the start of public consultations on the draft resolution "On the Approval of the General Plan of the City until 2050."

This document aims to define the key directions for the socio-economic, spatial, and infrastructural development of the capital over the long term.

As stated in the justification, the General Plan is the main tool for territorial planning, which sets a unified urban development strategy for Bishkek until 2050. Its priority tasks include sustainable urban development, creating a safe and comfortable urban environment, developing engineering, transport, and social infrastructure, as well as protecting the natural and cultural resources of the capital.

According to the plan, by January 1, 2025, the population of Bishkek is expected to reach 1,321,900 people. The forecast for 2050 is an increase in the population to 1,920,000, which implies the need for preliminary and comprehensive development of urban infrastructure. The area of the city, according to established boundaries, is 41,081.33 hectares.

The project envisions the creation of a polycentric planning structure with new public and business centers in each administrative district, as well as specialized centers, including administrative, medical, educational, sports, and recreational institutions.

The General Plan emphasizes the development of the Bishkek agglomeration, expecting its population to reach 2.5 million people in the future. The document provides for the development of a system of agglomeration centers, transport links, and the redistribution of labor resources beyond the core of the agglomeration.

From an economic perspective, an increase in the labor force is expected to reach 1,179,100, an increase in the employed population to 943,300, and the creation of 349,400 new jobs in sectors such as industry, transport, construction, social services, and services.

The General Plan includes extensive measures for the development of transport infrastructure, including the reconstruction of Manas Airport, the construction of a bypass road around the city, a railway mainline, and the improvement of the street and road network with an emphasis on the development of public transport.

In particular, it is planned to implement three high-capacity rapid public transport systems: urban rail transport, light rail transport, and bus rapid transit (BRT), as well as the creation of transport transfer hubs of various levels.

A separate section is dedicated to ecology. The General Plan includes the development of the city's natural and ecological structure, the preservation and expansion of green areas, the improvement of rivers and irrigation canals, as well as the ecological reorganization of industrial and transport zones.

As noted in the project, the approval of the General Plan for Bishkek until 2050 will create a legal and planning basis for major investment and infrastructure initiatives and will contribute to improving the quality of life for residents and the sustainable development of the capital.
