
In the development of the general plan, the projected population growth has been taken into account, which is expected to increase from the current 1.32 million to 1.92 million by 2050. The plan includes the creation of residential and public-business facilities, the development of transport and social infrastructure, as well as measures to improve the environmental situation in the city.

The draft resolution includes functional zoning, construction parameters, and environmental protection requirements, as well as the preservation of cultural heritage. This document will be mandatory for government bodies and will serve as the basis for all future infrastructure and investment projects in the capital.
A special section of the project outlines measures for the development of the transport system, including the construction of bypass roads, the modernization of the Manas airport, and the creation of rapid public transport lines such as a city railway, tram, and metrobus. The environmental section includes initiatives for the formation of natural-ecological infrastructure and the improvement of rivers and canals.
In preparing the document, the Bishkek city administration held extensive public hearings, which were attended by 471 people. A total of 564 proposals and comments from citizens were considered. Some of these proposals were reflected in the project, while others were rejected for urban planning reasons.
