At the beginning of 2025, the Bishkek city administration, in collaboration with the Research Institute of Prospective Urban Development, presented the General Plan project, which will be in effect until 2050. This plan takes into account important aspects such as changes in the demographic situation, transport flows, environmental issues, and infrastructure development.
From December 24 to 25, 2025, public hearings on this project were held in Bishkek, attended by representatives of the city administration, General Plan developers, relevant services, media, businessmen, and active residents of the city.
During the discussion, citizens proposed over 150 ideas. Here are some of them:
- Transport and Roads:
- Preservation of the current position of Matyiev Street, while the new D. Sadyrbaev Street will be located to the west.
- Extension of Akhunbaev Street to the intersection with Razzakov Street, with the organization of a transition to the Bishkek-2 railway station.
- Construction of tram lines in directions with high passenger traffic, including Baytik Baatyr Street, while maintaining existing bus routes.
- Development of the ring road and alternative solutions for the main streets of Panfilov and Logvinenko.
- Residential and Multi-Storey Construction:
- In the southwestern part of the Archa-Beshik residential area, Sadyrbaev/Magistral Street is planned to be included in the public and business zone with the possibility of multi-storey construction.
- Plots on Bokonbaev and Belinsky Streets will remain for low-rise residential buildings, preserving the existing structures.
- In the Kyrgyzstan 1 and 2 residential areas, construction is permitted up to three stories; multi-storey buildings are not planned.
- Land plots on Fuchik, Bakayev Streets, and in the Tunguch microdistrict will be preserved considering private ownership, green zones, and public spaces.
- Social and Medical Infrastructure:
- In individual housing construction (IHC) areas, opportunities for the placement of kindergartens, schools, and medical outpatient clinics are provided.
- A medical clinic is planned to be built on Abdrahmanov Street in the Archa-Beshik residential area.
- Green Zones and Landscaping:
- The Tunguch microdistrict and Bakayev Street will receive new green zones considering private ownership.
- Preservation of roadside green belts, as well as planning new parks in microdistricts, including the 4th microdistrict and Karalaev Street.
- Historical Sites:
- All protected historical monuments, including "Stalins" and cultural sites, will remain under protection.
Bishkek city administration representatives reported that the updated General Plan took into account most of the proposals from citizens, including the preservation of existing roads and private property, the development of multi-storey and low-rise construction, as well as the creation of new green zones and improvement of the transport system.
An electronic version of the General Plan is also planned to be made available to the public, except for certain engineering details necessary for ensuring the safety of the city. This will allow residents to monitor the development of the capital and participate in discussions of future projects.
