At the parliamentary meeting, Deputy Temirlan Aitieev raised the issue of the difficulties faced by ethnic Kyrgyz in obtaining documents and receiving benefits.

In his opinion, the greatest number of problems are experienced by migrants from Uzbekistan and Tajikistan. The main difficulties arise when changing surnames and processing documents for children.

“When they change their surnames, they need to process all the necessary documents at the same time. However, when obtaining passports for children, government authorities require changes to be made to the biometric data of the parents, which creates serious difficulties. After receiving the status of 'kairylman,' people often have to contact the representations in Tajikistan, and the response only comes after a year,” Aitieev noted.

Another issue is the payment of benefits. Due to differences in spelling rules between Tajikistan and Kyrgyzstan, errors often occur in the writing of names and surnames, which deprives mothers of the opportunity to receive state assistance.

Temirlan Aitieev also raised the issues of ethnic Kyrgyz at the previous parliamentary meeting, where he expressed the opinion that these people are treated worse than enemies. “Ethnic Kyrgyz are people without citizenship of the Kyrgyz Republic, but by nationality, they are Kyrgyz. We have one blood, one nation, and one country. Why do we treat them worse than enemies? Everyone knows that after the events of 2021, thousands of citizens faced persecution and arrived in their historical homeland in search of protection,” he emphasized.

The deputy asked Minister of Justice Ayaz Bayetov to simplify the processes for document processing. He also urged employees of the relevant agencies to show compassion for the needs of migrants, noting that this matters for the fate of thousands of citizens.
