Felix Kulov, who held the position of Prime Minister of Kyrgyzstan, proposed the idea of involving citizens in financing a major project—the construction of the China-Kyrgyzstan-Uzbekistan railway through a mechanism of public investment.

In his opinion, this project would become one of the most significant infrastructure initiatives in the country's history and help Kyrgyzstan occupy a strategic position between the East and the West. The estimated cost of construction is around $4.7 billion, of which Kyrgyzstan's share is 24.5%.

Kulov suggests allocating part of this share for the people, offering citizens the opportunity to purchase registered shares, which would constitute about 30% of the state's share.

Preliminary calculations indicate that the basic amount for participation may range from 4,000 to 5,000 soms per adult, with the possibility of installment payments over 4–6 years—approximately 60–90 soms per month.

As Kulov emphasizes, this approach will reduce external borrowing and lower the debt burden, as well as attract domestic financial resources. According to him, instead of paying interest to foreign creditors, the state will be able to pay dividends to citizens.

He also added that when the project reaches full capacity, the potential return could reach 15–25% per annum, which would ensure regular payments, an increase in share value, and protection against inflation.

Among the proposed conditions are the issuance of registered shares with restrictions on their free sale, the possibility of inheritance, and the right of redemption only by the state. Kulov believes that this will help protect the strategically important asset from speculation and concentration in the hands of a narrow circle of individuals.

The former Prime Minister noted that similar mechanisms have already been successfully implemented in countries such as Norway and Singapore, and he suggested adapting this experience for Kyrgyzstan.

At the end of his speech, he called for public discussion of this initiative and invited economists, lawyers, businessmen, and citizens to contribute their proposals.
