According to information from the Internal Affairs Department of the Jalal-Abad region, a prosecutor's inspection revealed facts of illegal registration of ownership rights to a plot that was unlawfully seized.
This inspection was conducted by the prosecutor's office of the city of Kara-Kul at the request of the President's Administration. The main goal of the inspection was to monitor compliance with the law "On the Regulation of Land Legal Relations," as well as the provisions related to the land amnesty procedure approved by the resolution of the Cabinet of Ministers of the Kyrgyz Republic No. 291 dated May 31, 2022.
During the investigation, it was established that in April 2025, a local resident, N.K., applied to the land amnesty commission requesting to legalize his residential house and the adjacent plot located on Ak-Shar Street.
However, the commission, violating the law, did not determine the year of construction of the object. According to current regulations, the amnesty applies only to buildings erected before December 2021. Nevertheless, based on the commission's protocol decision, the mayor of Kara-Kul issued decree No. 59-T on June 25, 2025, granting the citizen the right to private ownership.
According to the Internal Affairs Department, the prosecutor's inspection found that the plot was illegally seized, and the house was built unlawfully only in the fall of 2022, which excludes the possibility of applying the land amnesty to it.
In this regard, a criminal case has been initiated under Article 212 Part 2 of the Criminal Code, which concerns the unlawful seizure of someone else's land plot and unlawful construction on agricultural land in violation of its intended use.
The suspect was detained and placed in the temporary detention facility of the Internal Affairs Department of Kara-Kul on February 26, 2026.
The investigation is currently ongoing.
