The judicial authorities have arrested the former head of the territorial division of the state institution "Cadastre" on suspicion of corrupt activities.
In early September 2025, the press service of the GKNB reported the detention of T.A.K., who previously held the position of head of this division. This detention was the result of a criminal case initiated in connection with the illegal recognition of rights to a land plot of 4.5 hectares in the village of Chok-Tal, Issyk-Kul region. The investigation established that T.A.K. actively participated in the creation of the agricultural cooperative "Demal" and facilitated the illegal registration of private ownership rights to this valuable land plot located near the shores of Lake Issyk-Kul.
The suspect acted with the support of interested officials, using forged official documents, which became the basis for transferring the state land plot into private hands.
On August 27, 2025, T.A.K. was placed under arrest, and the investigation is ongoing.
According to the case materials available in the State Register of Judicial Acts, the investigative authorities accuse T.A. of developing a criminal plan aimed at transferring the pasture land plot from state ownership to private ownership of individuals under his control.
T.A. has been served with a notice of being brought to criminal responsibility under Article 336, Part 1, of the Criminal Code ("Corruption").
The Karakol City Court extended his detention until the end of the investigation. T.A.'s lawyer disagreed with this decision and filed an appeal, arguing that the corruption charges are unfounded and unproven, as her client has not received or demanded any material benefits since the establishment of the cooperative.
The lawyer also requested the court to consider the possibility of applying a milder measure of restraint, such as house arrest.
On October 15, 2025, the judicial panel of the Issyk-Kul Regional Court upheld the city court's decision.
The database of the Ministry of Justice indicates that the head of the agricultural cooperative "Demal" (commercial cooperative) is Malikaidarov Bakhtai Alymovich. The founders of the cooperative are Azhieva Gulmira Turistbekovna, Sazaev Temirlan Zholchubekovich, Sakiyeva Kanymgul Duyshievna, Iskakov Tariel Melisovich, Suyunbaev Sultan Tabyldievich, Akzholtoev Kolbai Mukashevich, and Maksutov Talantbek Zhanibaevich.
The main activities of the cooperative are related to crop production and animal husbandry. It was registered on January 14, 2008, and underwent re-registration on August 16, 2012.
