GNS: Navigation Seals Aimed at Legalizing Goods Circulation and Reducing Inspections

- On the air of the radio, the head of the methodological work department for the EAEU of the State Tax Service, Aigul Mambetova, reported that the mechanism of navigation seals is aimed at legalizing trade turnover and reducing control by state authorities.

According to her, until 2027, navigation seals will function as a registry that will include accompanying documents for goods, electronic invoices, as well as veterinary and phytosanitary certificates for goods subject to certification.

“All necessary documents for the export of goods will be entered into the navigation seal,” Mambetova clarified.

However, she emphasized that it is impossible to completely eliminate inspections, as each country must consider national security issues. In addition, a risk management system is applied within the EAEU, which implies selective control. Grounds for this may include discrepancies between actual weight and declared weight, insufficient documentation, or previously identified violations.

Overall, the system is designed to reduce the number of control measures, the GNS representative added.

She also noted that from December 1, 2025, to January 15, 2026, Kyrgyzstan, together with the Committee of State Revenues of the Ministry of Finance of Kazakhstan, will conduct a pilot project for the installation of navigation seals. Participation in this project will be voluntary and free of charge.

During the piloting phase, processes for the installation, removal, and tracking of seals will be tested. Mambetova reported that this way, businesses will gradually prepare for the full launch of the system, which will start on February 11.
