Human rights activist proposed to change the approach to combating domestic violence in Kyrgyzstan

Comprehensive support from specialists is needed instead of standard measures


In Kyrgyzstan, the measures taken by law enforcement agencies to combat domestic violence are insufficient. This opinion was expressed by Nazgul Turdubekova, head of the "League of Child Rights Defenders," on her social media page. She noted that the existing model mainly focuses on documenting the consequences of violence rather than preventing it.

The human rights activist called on the president, prime minister, and vice-speaker of the Kyrgyz Republic to implement a sustainable interdisciplinary model of support for victims. She proposed that the role of lawyers, psychologists, and social workers be enshrined in legislation, with their work funded by the state.

According to her, the current focus in the fight against domestic violence is on the actions of law enforcement agencies, which leads to responses only after the fact of violence or even murder.

“Such an approach does not provide the necessary protection and does not prevent repeated instances of violence. It is important to shift from a reactive model to a preventive one, creating a comprehensive support system. I propose:
– to adopt a law on psychological assistance, making the support of such cases mandatory;
– to approve the mandatory participation of an interdisciplinary team in every case of violence;
– to create an institute of social workers for the prevention of domestic violence, early detection of risks, and support for families;
– to ensure state funding for psychologists and social workers, as well as to develop clear standards for inter-agency interaction,” she added.

Nazgul Turdubekova emphasized that the implementation of the new model would create an effective prevention system, reduce the number of repeat instances of violence, improve judicial protection, and strengthen citizens' trust in justice.
