The building erected by former MP Bayaman Erkinbaev is being demolished in the city of Osh

In Osh, the demolition work on the "Balban-Saray" building [“Palvan Saray”], which previously belonged to the relatives of Bayaman Erkinbaev, who has passed away, has begun.
As reported in a press release from the city administration, in the Alisher Navoi park, properties that were transferred to private hands are being returned to municipal ownership by court order. “According to the court ruling, buildings that pose a danger and have fallen into disrepair are being demolished by the municipal property management. Among those being demolished is the 'Balban-Saray'. A green zone for the recreation of citizens is planned to be created in its place,” explained Zhyldyz Bolotbekov.

Earlier, on January 10, 2026, the mayor of Osh, Zhenishbek Toktorbaev, reported on the progress of clearing the Navoi park of illegal constructions, noting that the relatives of Bayaman Erkinbaev had promised to demolish the “Palvan-Saray” at their own expense a year ago.

According to available information, the building was erected about 30–35 years ago and was used for sports events organized by Bayaman Erkinbaev. In the last two decades, it had been in a state of abandonment.

Bayaman Erkinbaev was a well-known businessman and a deputy of three convocations of the Jogorku Kenesh, elected in 1995, 2000, and 2005. He also founded the wrestling federation “Alysh.” In September 2005, he was killed near his home in Bishkek on Gogol Street.

During the demolition of illegally constructed objects in Navoi park, 10 buildings have already been demolished, and “Balban-Saray” became the eleventh on this list. The area previously belonging to the brother of Omurbek Tekebaev has also been cleared.

The demolition work began in the summer of 2025. At that time, the municipal property management of the city of Osh reported on the demolition of structures, including those belonging to the current deputy of the Jogorku Kenesh, Cholpon Sultanbekova, and the ambassador of Kyrgyzstan to Germany and Finland, Omurbek Tekebaev, as well as Bayaman Erkinbaev.

The court proceedings regarding 11 properties lasted more than a year and a half. Although the lands were returned to municipal ownership, the buildings remained with private owners who continued their activities despite warnings. These plots do not belong to ordinary citizens, as they include buildings owned by Omurbek Tekebaev, Cholpon Sultanbekova, and the constructions “Palvan” and “Alysh,” which were formerly owned by Bayaman Erkinbaev.

According to the municipal property management, seven of the eleven demolished objects are within 50 meters of the water protection zone, while the other four do not fall under this category.

According to current legal norms, the water protection zone of canals should range from 6 to 50 meters on each side. For example, the water protection zone for the Moyun, Zhany-Aryk, and Zhoo-Bas canals is 6 meters, while for the Ak-Buura River it is 50 meters. The water protection strip of the Uvam canal is 30 meters on each side.
