After the military attack by the USA on Venezuelan military facilities, the country's president, Nicolás Maduro, issued a decree to introduce a state of emergency.
The head of the Ministry of Foreign Affairs of Venezuela, Ivan Gil Pinto, stated that "Venezuela has been subjected to military aggression by the USA." He pointed out that the aim of this attack is not only to seize the country's rich resources, including oil and minerals, but also to undermine its political independence.

According to information from CBS News, the order to strike Venezuelan targets was given by US President Donald Trump.

Earlier, it was reported that loud explosions were heard in Caracas on Saturday night, as reported by international news agencies citing eyewitnesses who observed a series of airstrikes.

In early September 2025, Trump sent eight military ships to the southern Caribbean, explaining this as a necessity to combat drug trafficking. Maduro characterized the actions of the USA as a "hostile siege" and appealed to the UN for protection of the country's sovereignty. In response, Trump announced the sinking of a Venezuelan drug boat by American military forces and ordered the cessation of all diplomatic contacts with Venezuela. He also emphasized that the USA would continue operations against drug traffickers abroad without Congressional approval.
