Under the leadership of the presidential envoy in the region, Azamat Osmonov, an expanded staff meeting took place, attended by district akims, city mayors, and heads of ayil okmotu.
Azamat Osmonov noted that "2026 should be the year of clear actions, personal responsibility, and a unified approach to regional management." During the meeting, six comprehensive projects aimed at economic, social, infrastructural, and environmental development of the region were presented. These initiatives are focused on creating favorable conditions for attracting investments, supporting agriculture and entrepreneurship, developing the tourism sector, improving the environmental situation, ensuring law and order, and modernizing infrastructure.
The meeting also stated that each project has been assigned specific coordinators, clear tasks and deadlines have been defined, and performance indicators have been established. The implementation of the projects will be monitored monthly. Significant attention was paid to issues of discipline, legality, and the fight against corruption. Authorities emphasized that a formal approach is unacceptable, and each leader bears personal responsibility for the situation in their area.
According to information from the presidential representative office, for many years in the Chui valley, industrial facilities and factories were often built close to residential areas, educational institutions, and kindergartens, which often occurred in violation of sanitary norms. Regional authorities believe that such practices create serious environmental risks and may lead to economic, social, and environmental problems in the future.
In light of the above, starting from 2026, all new projects will be implemented with consideration of the cluster principle. When planning each new construction project, cluster zoning must be taken into account: heavy industry, tourist facilities, as well as social and residential complexes should be located separately from one another.
Control over compliance with these standards will be entrusted to akims, mayors, and heads of ayil okmotu. New general plans for the development of territories must be developed with mandatory consideration of the cluster approach.
