The head of the State Aviation Authority links the lack of investments in aviation to the EU's "blacklist"

Since 2006, there have been no significant investments in Kyrgyzstan's civil aviation. This was reported on the radio by Daniyar Bostonov, the director of the State Agency for Civil Aviation under the Cabinet of Ministers.

According to Bostonov, unlike other sectors such as the mining industry, which has international investments, civil aviation has long remained without substantial external financing. Kyrgyzstan's exit from the European Union's "black list" will open up opportunities for negotiations with international partners willing to invest in the development of this sector.

He noted that many mistakenly believe that leaving the EU "black list" is only related to the possibility of operating flights to EU countries. However, this is not entirely true.

"Even under current conditions, a European airline can operate flights to Europe, as being on or off the 'black list' is not a decisive factor. The main problem lies not only in flights to the EU but also in the overall development of the aviation industry," he explained.

Bostonov also mentioned that previously Kyrgyz airlines purchased aircraft with their own funds. While airlines in other countries can lease dozens of Boeing or Airbus planes, Kyrgyzstan is forced to pay in cash while on the "black list." This, in turn, leads to higher insurance costs for such aircraft compared to airlines from other countries, which slows down the development of civil aviation.

According to Daniyar Bostonov, this issue is of strategic importance for the entire country and is not limited to flights to the European Union.

"Exiting this list is critical for the full development of international civil aviation, renewing the fleet, and expanding routes. This directly affects the investment attractiveness of the industry," he added.

Bostonov also emphasized that if Kyrgyzstan exits the "black list," international investors may enter the civil aviation sector. This could lead to the creation of internationally recognized airlines or the construction of large technical centers for servicing Airbus and Boeing aircraft, which will serve not only the domestic market but also the aircraft of neighboring countries and other states.
