At a meeting of the permanent commission of the Bishkek City Council dedicated to issues of municipal property and urban planning, Deputy Kazybek Ergeshov raised the topic of increasing rental rates for land and markets in the city.

He expressed the opinion that the actions of local authorities are unjustified and create additional difficulties for representatives of small and medium-sized businesses.

According to Ergeshov, entrepreneurs play a key role in shaping the city budget by providing jobs and contributing to the reduction of poverty and unemployment.

“Instead of creating conditions for the growth of small and medium-sized businesses, the city hall is trying to increase its revenues at their expense by raising rental rates,” he noted.

Seyitbek Sarybaev, deputy director of the municipal enterprise "City Road Transport Infrastructure," explained that the enterprise manages seven municipal markets, and work with them is carried out based on contracts.

According to him, previously established tariffs do not cover current expenses, which has led to an increase in rental fees by 23 soms per square meter.

“These funds go to the city budget. On average, tenants pay about 3,000 soms for a container. Considering inflation and rising service costs, it is necessary to ensure profitability and cover expenses,” Sarybaev added.

Deputy Ergeshov disagreed with these arguments and pointed to the additional costs that entrepreneurs incur, including expenses for security and maintenance, which can reach 10,000 soms per container.

“You should support entrepreneurs, not create additional difficulties for them. Do not forget about those on whose resources you exist,” he urged.
