Why 10 Months: Authorities Responded to Criticism of Driving School Training Duration

Daiyrbek Orunbekov, head of the information policy service of the President's Administration of Kyrgyzstan, commented on the discussions regarding the duration of training for obtaining a driver's license. He published his comment on social media, noting that questions about the necessity of a 10-month period remain relevant in society.

He emphasized that these requirements are aimed at improving the quality of training for future drivers and reducing the number of accidents on the roads. "Drivers who have acquired the necessary knowledge do not pose a threat to themselves or other road users. Every year, hundreds of people die because of those who obtain licenses without sufficient knowledge," Orunbekov added.

According to the official, state measures should not create inconveniences for citizens. The main goal is safety and the preservation of human lives.

The 10-month period, he stated, includes both theoretical and practical classes and does not imply continuous training. Classes will be held two to three times a week for 2-3 hours, with the possibility of online learning.

He also commented on the opinion that two and a half months is enough to prepare a driver. Orunbekov believes that it is impossible to adequately absorb the necessary knowledge in such a short time. The new training program is also planned to include elements of psychological preparation and lessons on road ethics.

"Conflicts on the roads arise from intolerance and aggression. Therefore, topics on driving culture and mutual respect are being introduced into the curriculum," he noted.

As an example, he cited the practices of other countries where the period for obtaining a driver's license ranges from six months to several years.

For instance, in Finland, training can take up to a year, while in Germany, it averages 6-12 months. In Sweden and Norway, this period also reaches one year, and in countries like the United Kingdom, Canada, the USA, Australia, and New Zealand, the process can take up to two years.

Orunbekov also provided statistics on road traffic accidents in Kyrgyzstan. In 2025, there were 8,456 recorded accidents, resulting in 900 deaths and 12,169 injuries. Over the past ten years, there have been more than 75,000 accidents, claiming over 9,000 lives.

"Kyrgyzstan ranks among the leaders in the number of road traffic accident victims. All measures taken are aimed at protecting citizens and reducing mortality on the roads," he added.

In conclusion, Orunbekov noted that many drivers are unfamiliar with the Rules of the Road and do not even remember where they received their training, which is a consequence of the previous corrupt system.
