He added that there are still unresolved regulatory issues that hinder the transfer of powers and necessary changes, including aspects related to increasing the independence of the National Academy of Sciences.

Bayetov emphasized the need for expedited development of regulatory acts and clear plans for reforms.

At the meeting, Minister of Finance Almaz Baketaev reported on the financing of reforms and presented an assessment of the needs for digital projects. Among the measures discussed was the possible reorganization of the functions of the treasury with the transfer of certain operations and personnel to the state bank "Kylım Bank".

Kanybek Dosmambetov, head of the Ministry of Health, presented a report on the implementation of presidential decree No. 331 concerning the enhancement of the competitiveness of state medical institutions. Following his report, the Prime Minister made a remark regarding the untimely execution of part of the tasks.

Representatives of the Supreme Court and the Prosecutor General's Office also noted that the requirement for full online broadcasting of court sessions is not being fully met: in some cases, only edited versions of recordings are published. Adylbek Kasymaliev instructed to pay special attention to this issue and ensure the coordination of technical conditions for live broadcasts.

As a result of the meeting, oral remarks were made to the Minister of Science, Higher Education and Innovations, as well as to his deputy for delays in regulatory activities.

The Prime Minister emphasized that debureaucratization remains a key direction of state policy and demanded the achievement of specific results within the established deadlines, as well as improvements in interagency coordination and monitoring of the execution of assignments.
