In Kazakhstan, more than 2,000 people were released under amnesty

In the Ministry of Internal Affairs' Correctional System, it was clarified that judges reviewed nearly 16,000 petitions for the application of amnesty. Materials of convicted individuals registered with probation services were also analyzed. As a result, about 2,900 people were released, and approximately 7,600 convicted individuals had their sentences reduced.

It was emphasized that the amnesty primarily affected the most vulnerable segments of the population: women with children, elderly people, pregnant women, minors, and individuals with disabilities. All released individuals are now under individual monitoring by the police and probation services.

It is important to note that the amnesty did not extend to those convicted of serious crimes, including violent, terrorist, and corrupt acts. Only those who committed minor and medium severity crimes were released.

In a summer decision in 2025, the President of Kazakhstan, Kassym-Jomart Tokayev, signed the law "On Amnesty in Connection with the 30th Anniversary of the Constitution of the Republic of Kazakhstan." The main goal of this law is to reconsider criminal policy based on humanitarian principles in honor of the Constitution's anniversary. It is expected that the introduction of this law will help reduce the number of inmates in correctional institutions.
