The document was proposed in parliament due to growing disagreements with the United States. The initiator of the resolution is Clément Geth, Vice President of the National Assembly.

In her opinion, the U.S. is pursuing an "imperial policy," which has led to the subjugation of the European Union. This situation, according to Geth, makes further cooperation of France within the alliance, which is under Washington's control, impossible.

She also pointed to the kidnapping of the Venezuelan president, threats to the sovereignty of other countries, sanction pressure on Europe, and NATO's demands to increase military spending in the interests of the American defense complex.

Geth believes that leaving the bloc will allow France to regain its military and diplomatic independence. She is confident that this will not lead to isolation, but rather expand the country's influence in multilateral formats, focusing on the environmental agenda, disarmament, and the protection of public goods.
