Adylbek Kasymaliev: The Crucial Stage of Debureaucratization Now Moves to the Regional Level

Kasymaliev also noted that the debureaucratization process occurs in several stages. The first stage concerned central government bodies, during which procedures for citizens and entrepreneurs were simplified, and inter-agency cooperation was improved. It is important to note that the second stage will focus on the regions, which implies the launch of reforms to enhance the efficiency of local governance and reduce bureaucracy.

“If excessive requirements and delays in decision-making continue to exist at the district or city level, then the reforms carried out at the center will not yield the expected results,” he emphasized.

In addition, Kasymaliev highlighted that now every akim and head of local authorities will be responsible for the quality of the functions assigned to them. Key tasks include eliminating duplicative functions, reducing decision-making times, and promptly addressing issues locally.

The head of the government also pointed out the need to eliminate bureaucratic barriers for businesses in the regions. This means that the timelines for issuing permits and approvals should be shortened, and the "One-Stop Shop" principle should function effectively. Inspections should be justified and transparent.

“The government machine should be a partner for business, not a controller. An open dialogue with entrepreneurs should be established in every region. In case of problems, businesspeople should know whom to contact and the timeframe for resolving the issue. Local authorities should be active participants in the economy, not just sitting in offices,” he added.

Kasymaliev also emphasized that digitalization is a key tool in the debureaucratization process. He noted the importance of implementing digital technologies at both the central and local levels.

As part of the pilot project, the following will participate:

— the cities of Tokmok and Naryn;

— the districts of Nookat, Batken, and Tyup;

— the Jalal-Abad and Talas regions.

At the meeting, reports were presented on the progress of measures to optimize the regulatory legal framework and simplify administrative procedures, as well as information about planned work related to the institutional support of debureaucratization at the level of local authorities. Issues of coordination between central and local bodies were discussed, as well as determining the next steps to ensure a systematic approach to reforms.

As a result of the meeting, relevant tasks were assigned to the heads of state and local authorities. In the future, the National Institute of Strategic Initiatives under the President of the Kyrgyz Republic, together with the Ministry of Justice, will engage in systematic work with local authorities.
