Registry of Controlled Persons. KR Asks Russia to Simplify the Exit Procedure from It

On January 22, the Deputy Minister of Foreign Affairs of the Kyrgyz Republic, Almaz Imangaziev, participated in the first meeting of the Deputy Ministers of Foreign Affairs of Central Asia and Russia, held in Moscow.

This meeting was organized at the initiative of the Russian side and aimed to discuss the mechanisms for implementing the Joint Action Plan for 2025-2027, which was adopted at the second "Central Asia - Russia" summit in Dushanbe on October 9, 2025. The negotiations also involved deputies from various federal ministries and agencies of Russia.

In his speech, Imangaziev emphasized Kyrgyzstan's commitment to strengthening cooperation in the "Central Asia - Russia" format on all issues of the regional agenda. He highlighted that the allied relations between the countries require ensuring security in the region, as well as enhancing trade, economic, and investment cooperation, developing transport infrastructure, and cultural ties.

The Deputy Minister paid special attention to the migration agenda in the context of implementing the initiative of the President of Kyrgyzstan, S.N. Japarov, to eliminate barriers hindering trade and the free movement of citizens.

During the event, there was a separate meeting between Imangaziev and a representative of the migration service of the Ministry of Internal Affairs of Russia, where issues related to the entry, stay, and labor activities of Kyrgyz citizens in Russia were discussed.

Imangaziev noted that citizens included in the registry of controlled persons face difficulties when trying to be removed from it due to the lack of a clear regulated mechanism. In this regard, a request was made to consider the possibility of legislatively establishing a procedure for removal from the registry without the need to leave the territory of Russia.

Furthermore, in light of the launch of a pilot project in Moscow and the Moscow region for digital migration accounting for visa-free labor migrants through the "Amina" application, the importance of its expansion to other major cities in Russia was emphasized.
