The deputy pointed out the amount of 22 million euros, of which 3 million euros were grants, 11 million were provided by the European Bank for Reconstruction and Development, and the remaining 8 million came from another donor.
Azygaliev noted that currently, investigative actions are being conducted regarding this project and inquired how much of the funds remained unused.
Bishkek Mayor Aybek Junushaliev confirmed that the investigation is ongoing. He also added that within the framework of the project, there are currently 6.8 million euros left, and the city administration plans to allocate these funds for other city needs.
As the mayor pointed out, Bishkek is facing issues in public transport, as well as traffic jams and road congestion. In this regard, the city administration proposes to use the remaining funds specifically for these areas. Junushaliev emphasized that if there is a need to redirect money to the waste sector again, the city will oppose it.
Deputy Azygaliev also raised the issue of possible fines and credit obligations.
According to the mayor, Bishkek continues to repay the loan for this project until 2028. He specified that annual payments amount to 142 million soms, including 118 million for the sorting facility and 24 million for "Tazalyk." Junushaliev added that the city has not received the expected results from the invested funds, but payments continue.
He reminded that the issue of the 22 million euros was raised back in 2022 during the president's visit to the landfill. According to the mayor, law enforcement agencies were instructed to investigate the expenditure of these funds.
Junushaliev reported that out of the 22 million euros, 16 million have been spent, and to date, only one small building costing 900 thousand euros has been constructed. The remaining 6 million 280 thousand euros are left, however, the city administration refused to use these funds as it did not have a clear idea of how to allocate them.
